Continuous build and regression testing for the CM3 compiler and development system

Currently only two target platforms are actually built continually whenever changes are checked-in, one on AMD64 and one on SPARC architecture:

  AMD64_FREEBSD polls for changes every 15 minutes

The other target platforms are built once per day or on demand:
